Add corrected names for 'ceb' and 'no' in Hebrew

The names of 'ceb' and 'no' are misspelled in Hebrew
in the CLDR, so this patch fixes them locally.

This fix was requested by several people in
the Hebrew Wikipedia, so I'm doing this till
it's fixed upstream.
